EUROCITIES signed a joint statement with Europe's leading local and regional networks on 28 April entitled: 'Energy Union governance: The 3 musts for a new collaborative planning regime'.
The European Commission launched its Energy Union strategy on 25 February 2015 to ensure that Europe has secure access to affordable and climate-friendly energy.
The three 'musts' we outline in our joint statement are:
a dedicated chapter on multilevel cooperation for energy and climate planning and reporting
co-design of national energy and climate plans by national, regional and local governments in collaboration with different stakeholders
integration of local and subnational plans and reporting frameworks into national energy and climate planning and reporting
