Access to adequate housing has a fundamental impact on a person’s life expectancy and quality of life. Many people all over Europe face varying degrees of housing exclusion, from lacking basic facilities, heating and insulation to homelessness, the most extreme form of housing exclusion.
Cities play an important role in making sure that their inhabitants have a safe and secure place to live. Almost every city owns a large housing stock and oversees the management of these and other forms of social housing. Cities are focused on improving the affordability and availability of housing. This covers a diverse range of services such as enhancing energy efficiency, stimulating social diversity, supporting the inclusion of vulnerable groups and adapting the housing offer to a changing population structure (e.g. shrinking household sizes, ageing population).
European cities have different roles ranging from owning large housing stocks themselves to overseeing other housing market actors.
EUROCITIES working group housing and homelessness is a platform where housing practitioners from all over Europe can share idea and local policies aimed at combating all forms of housing-based exclusion. This includes working within the ‘integrated chain approach’ which supports homeless people in the transition to independent housing, and on ‘housing first’ approaches which focus on bringing people into stable housing environments as soon as possible.
