Committee of the Regions

The Committee of the Regions (CoR) is a political assembly of local and regional authorities, with a consultative role in the EU legislative process. This institution of the European Union was established in 1994 and is based in Brussels. EUROCITIES and the CoR cooperate regularly with exchange of information and expertise on urban-related EU matters and joint-events. EUROCITIES contributes frequently to CoR official reports on issues relevant for cities. Several cities are simultaneously members of EUROCITIES and the CoR, which further enhances the cooperation between the two organizations.

Covenant of Mayors

The Covenant of Mayors is the mainstream European movement involving local and regional authorities, voluntarily committing to increasing energy efficiency and use of renewable energy sources on their territories. Covenant signatories will meet and exceed the European Union 20% CO2 reduction objective by 2020 through implementing sustainable energy policies. Signatories represent cities of different sizes, from small villages to major metropolitan areas such as London or Paris.
Local authorities have a key role in mitigating climate change. Over half of greenhouse gas emissions are created in and by cities. 80% of the population lives and works in cities, where up to 80% of energy is consumed. Local authorities, being the closest administration to the citizens are ideally positioned to understand their concerns. Moreover, they can address the challenges in a comprehensive way, facilitate the conciliation between the public and private interest and the integration of sustainable energy into overall local development goals, be it development of alternative energy more efficient energy use or changes in behaviour.
The Covenant of Mayors is supported by the Covenant of Mayors office, (CoMO) established and funded by the European Commission, is responsible for the coordination and daily management of the initiative. It provides signatories with administrative support and technical guidance, facilitates networking between Covenant stakeholders and ensures the promotion of their activities. The CoMO is managed by a consortium of European networks representing local and regional authorities, led by Energy-Cities and composed of CEMR, Climate Alliance, EUROCITIES and Fedarene.
In cooperation with the CoMO, the Joint Research Centre of the European Commission assists signatories with scientific and technical questions, mostly related to emission inventories and action plans.
The European Commission, DG Energy, who launched the Covenant in 2008, endorses and supports the efforts undertaken by local authorities in their efforts against climate change.

European Enterprise Awards

The European Enterprise Awards, launched by the European Commission, recognise and reward outstanding initiatives that support entrepreneurship at regional level. Policies that promote entrepreneurship and create a favourable environment for business, in particular small and medium-sized enterprises are crucial if the European Union is to rise to its number one challenge of stimulating economic growth and creating new jobs. The awards, which were launched 2005, are thus not only a competition; they also aim to raise awareness of enterprise, both policy and delivery activities, and celebrate success. Each year, pan-European award winners will be identified and will serve as inspiration for others.
